  • Les Schminkey, Board President, has proudly served on the CHISD Board of Trustees since May 2019. A 1976 Chapel Hill graduate, Mr. Schminkey dedicated 28 years to the Tyler Fire Department, retiring as Assistant Chief. Chapel Hill is home for his family as well—his three children and one grandchild have graduated from CH, and he currently has two grandchildren attending. Les chose to serve on the board to help make CHISD the best it can be—not only for his own family, but for every child in the community.

  • Hershal Massenburge is in his third year on the Board and serves as Vice-President. An IP Engineer and manager, he brings strong professional experience and leadership to the district.

    A 1989 Chapel Hill High School graduate, Mr. Massenburge comes from a family with long-standing ties to the community. He has always had a heart for service and joined the Board to help guide students toward future opportunities, drawing from his years of experience working for local companies.

    He is a member of Friends of Faith, a supporter of many extracurricular activities, and serves as Pastor of Zion Temple in Tyler, Texas.

    Mr. Massenburge is dedicated to the success of all students and the continued growth of the district.

  • David Acker serves as the Board Secretary for Chapel Hill ISD, with his current term beginning on May 6, 2025. A firefighter and paramedic, he has served on the Board for six years.

    Born and raised in Chapel Hill, David and his wife, Lori, returned to the community in 2003. Their son, Hayden, graduated from Chapel Hill High School in 2024, and their daughter, D’Lyssa, will graduate from CHISD in 2027.

    David joined the Board to help support students and give back to the community. He is active in Chapel Hill FFA, the Band Booster Club, and New Hope Baptist Church in Big Sandy.

  • Rickey Mosley has served on the CHISD Board of Trustees for 23 years. A lifelong member of the Chapel Hill community, Mr. Mosley works as a Waste Water Operator and has strong roots in the district, having attended Jackson Elementary, Chapel Hill Junior High, and Chapel Hill High School. He joined the board to encourage more young men in the community to get involved and has found the work rewarding, especially the relationships built along the way. Mr. Mosley is dedicated to representing and serving his community through his involvement in his local church, the Chapel Hill Community Service Organization, and his support of local senior citizens.

  • Dr. Amy Hayes has served on the CHISD Board of Trustees since November 3, 2020, bringing her passion for education and community to the role.  A proud parent of two children in the district and a Professor at the University of Texas at Tyler, she is committed to ensuring every child has the tools and support to thrive. Driven by a desire to make CHISD the best possible place for her own children—and for all students—Dr. Hayes works closely with teachers and staff to help every child succeed and reach their full potential.

  • Fred Elder, Jr. has been a proud member of the Chapel Hill community for 38 years. He holds an associate degree and is employed with Delek Refining, where he contributes his skills and dedication to the company’s operations.

    Mr. Elder is married to Regina Elder, a 1981 Chapel Hill High School alumna, and together they have raised three children—each of whom graduated from Chapel Hill ISD. Deeply rooted in service and community involvement, Mr. Elder previously served as a member of the Chapel Hill Volunteer Fire Department, demonstrating his long-standing commitment to helping others.

    Whether through his professional work or community engagement, Mr. Elder continues to exemplify the values of dedication, family, and service that define the Chapel Hill spirit.

Public Comment Registration

Individuals who wish to address the board during the public comment portion of the board
meeting are required to register ahead of the meeting using the comment registration link below.
If you are unable to complete the online submission form, you may complete the form in person
at the Chapel Hill ISD Administration Office located at 11134 CR 2249, Tyler, 75707.
Registration to speak during the Public Comment portion of the board meeting opens 72 hours
prior to the meeting and closes at noon on the day the meeting is scheduled. All public comment
submissions must be made within this timeframe and will not be accepted after the deadline.
Audience participation at a Board meeting is limited to the portion of the meeting designated to
receive public comment in accordance with Board Policy BED (LOCAL). At all other times
during a Board meeting, the audience shall not enter into discussion or debate on matters being
considered by the Board, unless requested by the presiding officer.
The Notice of Meeting/Agenda is posted at least three (3) business days in advance of the
Board Meeting.
At regular Board meetings, the Board shall permit public comment, regardless of whether the
topic is an item on the agenda posted with notice of the meeting. At special Board meetings,
public comment shall be limited to items on the agenda posted with notice of the meeting.
The Board shall allot 30 minutes to hear persons who desire to make comments. Each
participant will be limited to five (5) minutes to make comments to the Board. However, no
individual shall be given less than one minute to make comments. A group of five or more
persons must appoint one person to present the group’s views to the Board.
The Board shall not deliberate or decide regarding any subject that is not included on the
agenda posted with notice of the meeting. The presiding officer or designee shall determine
whether an individual addressing the Board has attempted to solve a matter administratively
through resolution channels established by policy. If not, the individual shall be referred to the
appropriate policy to seek resolution.
Individuals may submit comments to the Board using the same form without attending the Board
meeting. Please check the appropriate box.
