Tyler, Texas — Chapel Hill ISD is proud to welcome two new leaders to its executive administrative team for the 2026-2027 school year.
Monica Simmons has been named Executive Director of Human Resources & Student Services with 24 years in public education. She is a proud graduate of Carthage High School. Mrs. Simmons earned a Bachelor of Science, Master of Education, Master of Arts, and Superintendent Certification from the University of Texas at Tyler, as well as earned her Principal Certification from Stephen F. Austin State University.
Over the course of her career, Mrs. Simmons has served in a variety of roles including classroom teacher, reading specialist, campus administrator, curriculum director, assistant superintendent, superintendent, and district coordinator.
“Mrs. Simmons brings a wealth of experience and a deep understanding of both human resources and student services," said Lamond Dean, Superintendent of Chapel Hill schools. "Her proven leadership, commitment to students, and ability to build strong relationships will be a tremendous asset as we continue to support our staff, students, and families."
Dr. Jennifer Bailey has been approved as Executive Director of Curriculum, Instruction & Assessment. Dr. Bailey brings more than 22 years of experience in education, with a distinguished career spanning roles as a classroom teacher, instructional coach, campus principal, central office director, higher education administrator, and university faculty member.
“Dr. Bailey's passion for instructional excellence and her dedication to student achievement make her an outstanding addition to our executive leadership team," said Dean. "Her experience as both a campus and district leader, combined with her work in higher education, will help us continue advancing academic opportunities and outcomes for all students."
Dr. Bailey previously served as principal of Jackson Elementary from 2015 to 2018 and now returns to CHISD following her tenure as Assistant Professor of Educational Leadership and Curriculum & Instruction at UT Tyler.
