The Finance Department is over the financial, accounting, and auditing functions of the district. This year the Finance Department is responsible for monitoring the General Fund with revenue and expenditures over $22 million, funds from twenty grants from federal and state sources (including the Food Service Fund) totaling over $3.8 million, funds in the Debt Service Fund totaling over $2 million, funds in our current Construction Fund and Capital Projects Fund totaling over $18 million, and funds in Campus Activity Funds and Scholarship Trust Funds. Under the direction of Sharon Deason, CPA (Certified Public Accountant), CTSBS (Certified Texas School Business Specialist), the Finance Department responsibilities include direct involvement in or supervision of accounts payable, accounts receivable, budgeting, cash flow management, coding, fixed assets, forecasting, grant resources, internal auditing, investing, payroll, personnel, property valuation, state and federal funding, and tax collections. Our financial accounting procedures conform to the Texas Education Agency's Financial Accountability System Resource Guide and to rules established by the Governmental Accounting Standards Board. Belinda Reding, Payroll Clerk, processes and issues over 500 paychecks a month to employees and substitutes, balances and transmits the monthly Teacher Retirement System reports, submits quarterly reports for Unemployment and Social Security, and processes annual W-2 forms. Diane Turman, Finance Assistant, balances and issues about 50 checks a month for the employee's elected benefit vendors, consults with new employees on benefit enrollments, processes all budget amendments, reconciles employee travel reports, prepares monthly bank reconciliations, and monitors new fixed assets. JoAnn Palmer, Accounts Payable Clerk, processes, balances and issues several hundred checks over three cycles a month to an extensive array of vendors, works with the campuses and vendors on invoicing issues, and processes the annual 1099 Forms. Jan Kee, Human Resources Assistant, tracks, posts, and assists in filling the open positions in the district, represents the district at several local recruiting fairs, maintains personnel records on new, current and former employees, prepares employment contracts, and monitors our continuing requirements under state certification rules and the NCLB federal guidelines. All four of them pitch in whenever asked or needed to meet a deadline - they make a fantastic finance team! The district is rated "superior" under Schools FIRST for our financial accountability standards; however, we do not solely measure our success by a financial rating system. We strive to meet the financial goals set by the District's Board of Trustees and the Superintendent, and the financial needs of the various Departments and Campuses. If our efforts will help to provide a safe and nurturing learning environment for our students, provide opportunities for our children to experience social and academic growth, and produce positive and productive members of society, then we have done our job well!
