    The mission of the Chapel Hill ISD Bilingual/ESL Department is to increase the academic achievement of identified English Language Learners by addressing their academic, linguistic and affective needs through research-based instruction delivered by well-trained and supported educators.   
     
    Program Goals
     
    The goal of the Chapel Hill ISD Bilingual Education is to develop English language proficiency while students learn in their native language using second language methodology through explicit instruction in listening, speaking, reading, and writing in all academic areas.  The adopted bilingual education program for CHISD is the Gómez & Gómez Dual Language Enrichment Model.
     
     
    The goal of the Chapel Hill ISD ESL program is for English Language Learners to become proficient in reading, listening, speaking, and writing of the English language through explicit sheltered instruction  while developing literacy and academic skills in all content areas.  
     
     
    Eligibility
     
    School districts in Texas are required by state law to assess the English language proficiency of all students whose Home Language Survey indicates that the home language is a language other than English. 

    If a child demonstrates limited English proficiency on the assessment, he/she is considered an English Learner (EL).   S/he is also considered to be eligible for enrollment in the appropriate language program: bilingual education or English as a Second Language (ESL) upon recommendation of the  Language Proficiency Assessment Committee (LPAC).  Bilingual education is only offered in the elementary grades, while ESL is offered at all grade levels. The goal of both programs shall be to use instructional approaches designed to meet the special needs of English language learners. The basic curriculum content of the programs shall be based on the essential knowledge and skills required by the state. (§89.1201. Policy.)
